I couldn't agree with you more on the tacky/grungy atmosphere and have to say that even though the food might be delicious, I probably wouldn't venture in. I also don't care for the way the tables are set up - something is very off with the feng shui. And no, the name Il Pirata is not appealing...the whole place reminds me of a bad ride in a seedy amusement park. Hope they take your advice and put some money into the place...with great food and a better atmosphere it would be a nice alternative to some of the other standards in Capitola.
